Bhubaneshwar police have arrested a cunning person who smuggled 17 women into his trap posing as a doctor and sometimes a senior official of the Union Ministry of Health.
Ramesh Chandra Swain, 66, was arrested on Sunday night from an apartment in the Khandagiri area of Bhubaneswar and on Monday was sent to judicial custody by the subdivisional judicial magistrate.
Ramesh, who swindles women with cheated things, is accused of fraudulently marrying 17 women from eight states and extorting money from them. Of these 17 women, four are from Odysha, three from Assam and Delhi, two from Madhya Pradesh and Punjab and one from Uttar Pradesh, Jharkhand and Chhattisgarh.
Bhubaneshwar DCP Umashankar Das told the BBC that the possibility that, apart from these 17, Ramesh has trapped many other women in his trap cannot be ruled out.
He said: “We received information about three women aged 17 after Ramesh’s arrest. Of these three, one is from Odysha, one from Chhattisgarh and one from Assam and all three have completed higher education. We will take them to pretrial detention.And interrogating him, we will try to find out if apart from these 17, he has not caught any other woman in his trap.
Das said a three-member team has been formed under the leadership of Bhubaneswar official Mahila Thana to learn more from Ramesh about his exploits during pre-trial detention. Ramesh’s mobile phone will be sent for a forensic examination and his financial transactions will also be investigated.

Giving information about Ramesh’s arrest, DCP Das said: “We were looking for this man for a few days and we had set a trap to catch him. But he had been living outside Bhubaneswar for several months and grabbed his mobile phone. “The number was also changed. So it was not possible to catch him. Finally, on Sunday we found out from a source that he had come to Bhubaneshwar and took him from his Khandagiri apartment the same night.”
The case in which Bhubaneswar police were looking for Ramesh was recorded by one of the 17 women he cheated on. A woman teaching at a Delhi school was Ramesh’s latest victim.
Describing himself as the deputy director general of the Ministry of Health, Ramesh related this woman and then married her at the Arya Samaj temple in Kuberpuri in 2020. After staying a few days in Delhi, Ramesh arrived in Bhubaneswar with his new wife. bride and began living in an apartment in Khandagiri.
During her stay in Bhubaneswar, this Delhi woman somehow learned that Ramesh is already married. After having full satisfaction for this, he filed a complaint against Ramesh al Mahila Thana of Bhubaneswar on 5 July 2021 and returned to Delhi.
Bhubaneswar police registered a case against Ramesh under sections 498 (A), 419, 468, 471 and 494 of the CPI and began their investigation. But Ramesh may have found out about it. He changed his mobile number and disappeared from Bhubaneswar.
According to police, during this time he lived with another woman who lived in Guwahati.
Seven months later, Ramesh returned to Bhubaneswar realizing that things had cooled down, but he did not know that his Delhi wife had put up an informant who informed him as soon as Ramesh returned to Khandagiri’s flat. The woman immediately gave this information to the Bhubaneshwar police and finally Ramesh, who had been dodging women and the police for years, fell into the hands of the police.
Ramesh, a Patkura resident in Kendrapara district of Odysha, had his first marriage in 1982. He has three children by his first wife. All three are doctors and live abroad.
In 2002, 20 years after their first marriage, they caught their first victim in their net. According to police sources, the woman who was trapped in her trap was a resident of Jharkhand and was a doctor at a hospital run by a private company in the port city of Odysha, Paradip.
A few days later, this woman was transferred to Allahabad, then Ramesh went there and started living with that “woman” and started extorting money and jewelry from her in between.
According to information received so far by Bhubaneswar police, Ramesh had cheated 13 lakh rupees from his Delhi teacher wife and 10 lakh rupees from a Central Armed Police woman. Police are gathering information about his other fraudulent exploits.

Ramesh used to call himself a doctor and sometimes a senior official in the Union Ministry of Health. According to Bhubaneshwar police, he had made several forged ID cards to instill confidence in the mind of his victim.
Apart from that, he also used fake letters with the Ministry of Health logo. Ramesh had forged identity cards in the name of Bidhubhushan Swain and Ramani Ranjan Swain, which were recovered from his Khandagiri flat during his arrest.
Ramesh is not a doctor, but he did a diploma course in Paramedic, Laboratory Technology and Pharmacy at Kochi, due to which he had some knowledge of medical science. This information was used to deceive women.

He lured many young people from the country into his trap by promising them admission to medical schools and extorted money from them. In this regard, he was also detained by the Special Working Group (STF) of the Hyderabad Police. But after going out on bail, he resumed his fraud work.
DCP Das said Bhubaneshwar police are receiving more information in this regard by contacting Hyderabad police.
Apart from this, Ramesh had cheated more than one crore of rupees from various Kerala banks by giving false documents to get educational loans to medical students in 2006. He was also arrested in this case but was released on charges. a few days later.
Not only that, Ramesh had cheated 13 lakh rupees by pretending to allow a gurudwara to open a medical school.
