He said that taking into account the vision of the Minister in charge of development and implementation of Gram Panchayats, the work is being carried out in a planned manner taking into account the basic works of Gram Panchayat as well as the needs of the rural population. Due to the government’s comprehensive development thinking, work has begun to guide development parameters in an integrated manner. In which a new model for the integral development of the town was prepared. We have also prepared a new gram-level panchayat system to include village panchayats on the periphery of full development.

Minister Panchayati Raj said our ultimate goal is to improve the quality of life of the rural population by implementing activities related to cleaning, physical infrastructure and improving the income of rural areas. Bhupendra Singh Chaudhary, despite sharing the achievements of the department’s 100 days according to the set goal, said the construction works have been completed providing funds to all 2.41 selected beneficiaries. The construction of the Izzat houses has been 100% complete. At the same time, efforts are being made to include eligible families in rural areas by anticipating the online application for the construction of toilets to newly created families.
He said no one should be deprived of bathing facilities and to maintain the stability of the ODF, construction work has been completed on 1,494 community health complexes in rural areas. For the maintenance and operation of the constructed community toilets, self-help groups for women are being made.
He said the annual action plan for 2022-23 has been prepared and sent to the Department of Drinking Water and Sanitation, Jal Shakti Ministry, Government of India for the implementation of Phase 2 of the Swachh Bharat Mission (Gram) in the state. . In order to make the state ODF plus, the work of planning, training and activation, etc. has been completed. to the 10,000 villages destined for the management of solid and liquid waste. This year 4,723 villages have been identified to develop ODF + model category villages. In each district of the identified villages, the presentation of the action plan developed at the village level is being done at the state level to the interested agents and experts and suggestions are made to make the necessary amendments.

He said that to ensure the functioning of Gram Panchayat secretaries and the availability of information and records to the general public through the Secretariat, a Panchayat Assistant has been appointed to each Gram Panchayat in the State, a through which the Village Secretariat would be functional. , hence the village Panchayat Assistants An online assistance system for secretarial assistance has been developed, through which the Panchayat Assistant will register their attendance through the mobile app. Apart from this, the assistance of caregivers and sanitation workers of community toilets is also being recorded through this mobile app.
Minister Panchayati Raj reported that for the better functioning of Gram Panchayats, a group of Gram Panchayats has been prepared through the Remote Sensing Application Center (RASAC), Uttar Pradesh, Lucknow in view of the proximity or geographical proximity . A total of 15,720 clusters of this type have been made in the State, so the system has been made transparent by eliminating the problems that had been faced previously such as inequality in the allocation of the area of work, administrative difficulties in the execution of the work, etc. Headquarters have been established in each cluster, which is being established as the office of the Panchayat secretary. The cluster system has been implemented in all districts of the state.
Establishment of a statewide call center for the transparency of village panchayats
He said that to ensure the transparency and quality of Gram Panchayats, call centers have been set up at the state level, through which inquiries and problems of ordinary people, public representatives and officials are being resolved. Information is being obtained through the call center by Panchayat Assistants on the state of operation of the Town Secretariat, the status of the community toilets transferred to the Self-Help Groups, the presence of Secretaries of Gram Panchayat at the Cluster Headquarters, etc.
Apart from this, a mass training program has been organized for 4,957 representatives / workers / public officials to develop modules on the gram panchayat model, ODF plus activities at the state level. In accordance with the Sustainable Development Goals, 150 model village panchayats have been selected and trained at the State Institute of Rural Development. The amount of the performance grant has been released to 67 grams of panchayats included in the gram panchayats models and to other grams of panchayats under ODF plus. Apart from this, the Gram Panchayat Development Plan / Annual Action Plan for 44 Gram Panchayats has been prepared as part of the pilot project in collaboration with the National Institute of Rural Development and Panchayati Raj, Hyderabad .
Construction work on the annual action plan for all district panchayats, area panchayats and village panchayats has been completed.
