In Bilaspur, irregular road excavations have been carried out for the last 15 years. In the name of the development of the city, Bilaspur has become Khodapur in the name of laying a pipeline for a 300 million rupee sewer project. This plan was yet to be completed which, in the name of solving the problem of drinking water in the city, roads were dug with the laying of pipes under the pretext of the Amrit Mission project. The situation is that every year new roads are built and then dug in the name of laying pipes and cables.

Now with the arrival of the monsoon, it has started to rain. In this situation, all development work has stopped. Despite this, road excavation does not stop. Nor are the orders of the Court being followed in the Public Interest Litigation filed with respect to the city’s bad roads. To find out the state of the roads, Dainik Bhaskar investigated. Water fills the streets and alleys of the city.

The road was excavated in the rain in the name of repairing the sewer pipe at the turn that leads to Shanichari from Jawali Nala, the busiest road in the city. That is why this route has become swampy, muddy. As a result, this path is not worth walking. This state of the road has occurred due to the incomplete work of the contractor company of the Simplex sewer project. After laying the pipe, the company covered the floor, but did not level it by adding mud and ballast.

On the Magarpara road, potholes have been made in many places on the CC road. The construction of a ditch in the rain, which is causing problems for people, is also being built on this route. When it rains, water enters the road and dirty water reaches people’s homes.

A pit dug next to Ashok Nagar Chowk
At Ashok Nagar Chowk in the Sarkanda area, the ground has been dug by digging a pit. After that it was leveled and left. The situation is that there is a bump in the road here and there is a possibility of an accident. Not only that, the Ashok Nagar road has also been excavated in the name of the Amrit Mission pipe restoration and then leveled and abandoned. There is danger for cyclists due to the lack of peach work on the side of the road.

The Amrit Mission pine line from Nutan Chowk to Sipat Road is incomplete, so the newly built road has been excavated. In front of the Hero Honda showroom, the path for the construction of a drain has been excavated, after which it has been leveled and abandoned. The responsible agents who saw the pits here have also turned a blind eye.

Sewer excavation from Bahatrai Chowk to Rajkishore Nagar
The Corporation and PWD had built a new road from Ashok Nagar to Science College and Rajkishore Nagar Chowk in the same area of Sarkanda. In the summer the condition of the roads was perfect. But, now the roads have been excavated in ten places of this route. According to the rules, if the road has been excavated to lay a pipe or cable, the launch work must be done immediately, but this is not the case. The roads are cut in half.

That is why there is a pit every 10 or 15 meters.
More than 30 sewer pipe chambers have been installed from Rajkishore Nagar to Science College Road and Bahatrai Chowk to Chingrajpara Road. When new roads were built on this route, the sewer chamber was made below the road, so the sewer chambers hit the vehicles every 10 to 15 meters on this route.

For the road to Bandhapara, the locals had blocked the road
The state of the road from Nutan Chowk to Bandhwapara has been bad for the last year. Here, BJP councilor Shyam Sahu and local residents had also made a fuss over the demand for road construction. Six months ago, the municipal corporation had assured the locals of the construction of a road. But now in the rain, potholes have formed on this road and the road has not been made.

The order of the Court was also skipped

A public interest dispute has also been filed with the Court for the city’s ruined roads. The hearing on this matter is still ongoing. Expressing grief, then-acting Chief Justice Prashant Mishra had ordered the wrong roads repaired. Along with this, the current President of Justice Arup Kumar Goswami has also expressed his concern over the plight of the roads. He had asked the responsible department, including the Municipal Corporation and PWD, to repair the city’s roads. Even after his orders, the government and administration have not taken care of the roads.

Even now, the road is being excavated and the pipe and cable are being laid.

CM had given instructions to complete them in one year, incomplete even after 3 years
It is a condition with the sewer company Simplex and the company Amrit Mission Hume Pipes that where the roads will be excavated for the laying of the pipe. There it must be repaired immediately after the completion of the work. Both companies are indifferent about road repair. On March 1, 2019, Chief Minister Bhupesh Baghel convened the mayor and commissioner and ordered them to complete the sewer project within a year and provide its benefits to the general public. But even after three years his order has not been executed.

Sewer excavation is pending at 160 sites
Currently, the sewer has to be excavated at 160 sites in the city. Most of the interconnection works are around the junction, so the company is not yet in a position to tackle this work. The contractor company has put all the complicated work pending. Not even the hydraulic tests of about 200 km of the pipeline have been done. According to the company’s work order, the work was due to be completed in 2010, but even after 13 years it is incomplete.

The mistakes that made the ‘sewer’ a headache, they repeated in ‘Amrit’
The same mistakes that were made in the sewer project are also repeated in the AMRUT mission project. Restoration work is being carried out after the pipe has been laid. But no hydraulic testing has been done in most places. So far, more than 150 km of gas pipeline have been placed in the city, in which no hydraulic tests have been carried out even in 50 km. Hydraulic tests on the sewer were also claimed. But the corporation had not done hydraulic tests even a mile. If this situation continues, when the project begins, the roads may have to be excavated again.

Agents did not take the lesson, the public is suffering
The 424 million sewer project has not been completed even after 13 years and even after spending millions, the residents have not made a profit of one rupee. Rather, the city’s residents continued to suffer from the project’s work. The same goes for Amrit Mission. Any mistakes that have happened in the sewer. The agents did not draw any lessons from them, so the people of the city are still suffering.
